Small is the narrowest of the three cover sizes, made for the slimmer oil glasses found on compact and travel menorahs where a medium cover would simply rest on top instead of gripping.
The purpose is finish. Plated metal over the glass turns a working oil menorah into something that looks composed on the windowsill, and it keeps dust off the oil during the day when the wicks are not burning. Lift them off to refill, drop them back on before licht.
