It belongs to the custom side of the line rather than the ready-made side — the point of a design number here is that it is repeatable, so the same #1390 can be cut for more than one piece and every piece comes out of the same specification.
Think of this as the third item in a set, not a standalone purchase. The tallis bag and the tefillin bag are the anchors; the siddur or Tehillim cover is what makes the set look deliberate when it is all sitting open on a bench in shul. Choose the sefer it is being made for before ordering, since a siddur and a Tehillim are not the same shape and the cover is made to the one you name.
