Nine cups covers the eight lights plus the shamash. The metal holders sit across the mouth of each cup and keep the wick upright and centred, which is what gives you a steady flame instead of a wick that slumps sideways and drowns in the oil. Fifty wicks is well past what a single Chanukah uses, so the extras carry straight over to next year.
