What you get with #445 is a three-piece set: one large 10 x 17 bag for the tallis, plus two tefillin bags carrying the same embroidery. Malchut cuts this configuration specifically for a bochur who will be laying both Rashi and Rabbeinu Tam, so the two smaller bags are identical in design and separate in function.
Keeping the two pairs in their own bags is the whole point. Rashi and Rabbeinu Tam get mixed up most easily when they share a compartment and a man is reaching in half-awake before shacharis; with separate bags the question never comes up. The 10 x 17 outer bag takes the tallis without forcing it into a square fold, which is why the bar mitzvah sets use the longer proportion rather than the 14 x 14 cut.
It is a set that a boy grows into rather than out of. The tefillin he receives at thirteen are the pair he will be laying at thirty, and the bags are built to still be presentable then.
