Choose the size against the tallis. A bar mitzvah bochur with tefillin and no full tallis is well served by the 10.5 by 10 inch bag. A man carrying a folded tallis with both tefillin wants the 14 by 14 large talis bag, which is the size that gets ordered most. The 16 by 16 extra large exists for heavy wool tallis and for the buyer who does not want to compress anything to close the zipper.
Bags in this range end up in service for a very long time, which is worth remembering when you are choosing between the bar mitzvah size and the adult one. Two years of a bag being slightly large is a smaller problem than twenty years of it being slightly small.
