Size is the decision. Bar mitzvah bags measure 10.5 by 10 inches and are the right proportion for a boy carrying tefillin to shul before he owns a full tallis. The large talis bag at 14 by 14 is the standard adult size and takes a folded tallis and both tefillin together. Extra large at 16 by 16 is for heavier wool, or for a man who prefers to slide things in rather than press them in.
