What frames design #2020 is a worked border running the edge of the panel, with the main embroidery held inside it. Borders are what keep an embroidered bag from looking loose, and this one gives the face a defined edge that carries across every size the bag is made in.
Those sizes are 10.5 by 10 inches for a bar mitzvah bochur, 14 by 14 for a standard tallis, and 16 by 16 for a large one. Because the border scales with the panel, the design does not thin out on the extra large or crowd itself on the smallest cut. That is not true of every embroidered bag, and it is a reasonable argument for this one if you are ordering the 16 by 16.
Take the size from the tallis he folds, not from the bag he currently owns, since most men are carrying a bag that was bought for a different tallis years ago.
