Design #5017 is a travel tallis bag from Malchut Judaica — the bag you use when the tallis is going in a case rather than under your arm on the way to shul. It is a narrow purpose, but anyone who has arrived at a chasunah and unfolded a creased tallis understands the point immediately.
A tallis travels badly on its own. Packed among clothes it shifts, it picks up the folds of whatever is pressing against it, and it collects lint from everything else in the case. Giving it a bag of its own inside the suitcase solves all of that and has the secondary benefit that you always know where it is, which matters at six in the morning in an unfamiliar house.
It is a sensible thing to give a chosson along with his tallis. He will be travelling for sheva brachos in the first week of his marriage, and this is precisely the situation it is made for.
